    Whats are the options then!?

Lets think what are the options then for U3 or UT4 Collectors edition!?

Well the 3rd option can be "Unreal3" with an expantion pack like "UT4"!? (that can sell for about $60) ...

2nd option is of corse: "Unreal3" with an expansion pack "Unreal editor"!!! (that can sell for about $99)

And 1st option is the 2nd option PLUS "A how to do about every thing in the UnrealEditor Vid tutorial!!!" (that can be sold for a $199)

I did not say that. Also, the editor is upgraded in UE4. Every publisher (afaik) can distribute the game with the editor. However, if the community can create free content, the publisher nor the developer won't get financially sucessful and won't get money back . If there will be a successor to a Unreal game, i highly doubt that there will be a modding support (as said before). The current "way to go" is paid content or Free-to-play (F2P) (in many cases it is abbreiated as P2W=Pay-to-win; which desbribes that play can buy things to gain advantages). Outsourcing the work on DLCs might work as well.
Take a look at the game series Call of Duty and Battlefield. Both succesful. Both pushed by the publisher. Both shipped with paid content. The modding era is done (at least if the games is not Indie or OpenSource).
      S-A-D-L-Y :'(

There is UDK. But it is still not announced what will happen with UDK. Having C++ access with UDK (based on UE4) would be great though and this neat new UEd (5?).

UDN (VTM videos) also features "how to do...". The collectors edition of UT3 has a bonus disc with video material how to create things. There is 3DBuzz.com. Many sites have many tutorials how to create XYZ. The UDK form has many available free mods (and free source codes). In most cases it is done by hobbyists.

Any tutorials would be quite redundant.

      --------------

However, i feel with you . At the time a new UnrealEngine powered Unreal-theme based game by EpicGames is officially announced we will know more. Still dreaming

We all work for money. Are you asking for a 200 dollar collectors edition containing everything a dev has on its HDD?
Such a collectors edition is not a collectors edition.

Check the prices of the video tutorials like Eat3D. There won't be a commerical bundle.
Everything you're asking for is somehow made by the community also and is freely available (on Youtube, on Blogs, etc.).

Well! What I like to expect realy is for a Vid Tutorial made on the makking of the Unreal game! To see step by step as the game is being made!
...See the maps, vehicles, characters, etc being done, the complete "A to Z" all processes on video!!!
...Besides all the "HOW TO" NEW stuff and more on complex use of the Unreal Editor sofisticated things...
...For the fans! I think that bee realy cool!!!
...Just imagine what can be done!? and be able to do it!!!

Quite every one would like that. But you're asking for dropping their pants. There is a reason why Epic Games was/is successful with their engine. Well, you can say, that UT3 was poorly shipped to the market (in comparison to prior UT titles) but it doesn't say they should reveal every secret of the development process. No authority will ever reveal such things or publish a how-to (or how it was done) video. Epic still got their IP on UT.

                          Regarding "what can be done":
The community showed already what someone can really do with the limited access to the Unreal Engine. If you want to see what a UnrealEngine powered game can do besides UT3, check the following list:
                          http://en.wikipedia.org/wiki/List_of...nreal_Engine_3

And there are several freelancers who are creating astonishing work on Epic's free-to-use product UDK.

                          Just a random example:
                          http://www.youtube.com/watch?v=dRoTaJZFBUw

Don't get me wrong, but your "requests" are a bit over the top.

PS: There is also a "making of ut3". This will be the only insight view of the development process probably.
