Not able to play in Warfare Server #3

Fixed!
After a third clean install I realized that my DVD was damaged and never installed the packs, and they don't come in any patch...
Funny enough most of them were downloaded at some point from somewhere. Then for some reason (cache expired?) some of them failed.
Solution 1: download from Steam and use my key to play.
Solution 2: copy Steam's CookedPC folder to my b0rked install.
Both instances work fine.

Full reinstall and repatch. Deleted everything in "My games", configure, play offline all warfare stock maps (since password server was down today), all good.
Password server back! Try Official Epic Warfare #3, Downtown, pronto!

So yes... it downloads a couple of files.
AFAIK "Download already attempted" means that the client requested the file from server and server either doesn't have it or refused to deliver it for some reason (Unchecked dependency or some such?)
Is the server missing that file? (Probably everyone and his/her aunt have all needed uxx files so never miss them).

A brave soul who can delete a couple of entries mentioned above in the cache.ini -prior backup, of course- and checks if it's server side issue?

P.S. Try Downtown in Epic Server #2: Cache.ini adds Orb Fix:

User is also administrator, and it's the same that installed and applied patches. Also, remember: a week ago I had no issues... apparently nothing changed in my side, it simply stopped working on warfare 3.
Only thing I can recall different is I started a dedicated server for a few minutes. No other change/use was made in my side that was different to common usage.

Using the black box w/o Titan patch, I downloaded and installed.

I am confused at first you said you could join downtown on warfare 2 but not warfare 3? The packages you mention are defaults nothing to do with the patches or titan packs not sure what they are talking about. Especially since you been playing with us for a while with no problems. After you did a fresh install you still should have those default upks you mentioned.

The only thing different on war 3 is the ut3 fixes.

When you try to join war 3, do you download the ut3 fixes mod?

I just played the server & it played fine for me. Here's what I think your issue is.
1: Assuming you're running windows 7, are you the administrator? Can you access the administrator account?
2: You need to run your game as administrator and when you install the patch & titan pack run them as administrator as well. To do this you need to right click on the launch icons & click Run as Administrator. You can also right click the icons & open up the properties & check the permissions in the Security tab. EDIT: If you are using the steam version right click your game in your games list & click verify game files. Steam will automatically update your game with the correct files.

if you have a fresh install AND have patch 5 & the titan pack then the server files are probably corrupt or something. I'll try to join & see if it works for me.

I did a fresh install, installed patches including titan pack. It works (mostly) everywhere else but Official Epic Server #3.
Funny things: played greed, Anarchy Halls GT in greed server #1 and then I got packages I can't download from warfare server 3: A_Vehicle_Paladin, A_Vehicle_Turret, A_Vehicle_SPMA, A_Pickups_Deployables and A_Vehicle_Cicada.
But still complains about other packages (stuck at this point with A_Vehicle_Raptor).
So now I'm certain it's a combination of server config and my UT config. But still can't play in server 3 and no idea how I could play a week ago.

Any advice on where to get the -.uxx packages other than servers is greatly appreciated.
