I think(can't remember) default is every 5 seconds(5000ms) it checks, the admin can set it higher but it won't solve the issue you guys are experiencing.
From past experience, it needs a new box.

I doubt that webadmin causes significant lag. There shouldnt be enough bandwidth stolen, or CPU cycles used, to cause lag.
Lag is usually caused by network issues. When in doubt, run a traceroute! Use tracert, pingplotter, visual plotter, or other ping/routing tool. I need to run these tools frequently since I live in a 3rd world country (California) and get 120 ping to War2 (Chicago). Meanwhile, mi compadres in Mexico, about the same distance south as I am west, ping 80 to the same server...
