Titan does not make games fun, it makes them easy. It is the equivalent of taking any game being played in a DM map, and magically turning one player into a Goliath Tank. It is an arbitrary, naïvely designed game mechanic that brutishly obviates almost all the other finely tuned mechanics of UT.
Titan is stupid in too many ways to describe.

I think the truth is, that UT4 (Should it ever arrive - fingers crossed), needs to acknowledge all types of gamers:
You have the hardcore, who want nothing to be spam based - it has to be raw and about skill, timing and tactics
You have the casuals, who don't usually achieve a great fragging standard, but there has to be the facility for them to frag, score points and make a difference.
Then there are the instagibbers who just want to frag in one shot in various game modes.
There are, of course, a majority of players somewhere in between the hardcore and casual. The vehicles cater for the casual to these "mid" players because they offer different skills, tactics... and also easy kills. Titans are the most casual friendly invention of the game and, most likely, is the reason that the European warfare server is still filled every day.
Personally, I'm on around 7 or 8 in terms of the casual/hardcore preference. I used to play Warfare mainly but stayed mainly on foot. I'd usually play for a while then stop after getting sick of the "easy" kills. The games that frustrated me so much were the ones where I'd win the vast majority of my fights on foot, but suffer far too many deaths by hit and runs, the goliath or the redeemer. Now there is the titan too!
My favourite game type was CTF but that died out so quickly it was frustrating to never get a decent game. It sums up my frustration - that it was such a quality game but really flawed - first on release, then second on number of players.
Anyway, to answer the question... Perhaps it would be good to have something that was anti-vehicle. A defence based vehicle that was slow, lots of armour, but weak damage vs players.
The main change, though, is that I think hit and runs should be less Dead or Alive... there should be a calculation involved in the damage so that you can survive a lot easier and face a more even battle on foot.

Well, it's difficult to add completely new vehicles if you ask me because UT3 covers a lot of things.
Hovering vehicles, normal cars, and lots of flying stuff.
Probably the easiest thing would be to change the skins of the current ones and/or to change their weapons a bit.
I doubt there will be some kind of hovering Levi.
And not sure if it would make sense to combine some vehicles.
(I remember my first UT3 days were I actually thought I could connect the Fury with the DW, or at least I thought I saw that)

I'd love to get inside your mind, because i honestly cannot figure out the fun in Titans. And Manta titan? wtf?
Titan was a Hulk powerup Epic decied to insert to make it easier to kill other players.. Cmon, Juggernaut with 800-1600hp and following rockets? At least normal rockets, but not even that. Titan is bad, at most 3 maps are decent with it and it should have a limiter of how many titans you use per game and per team. This way it would be more strategic rather than spammy, a bit like the Redeemer itself or a non-team Darkwalker/Nightshade. Ye it may be cool to be on the team with other 20 Titans, it may be cool to hear Assassin or Headshoot that mother****ing giant glowing player, but the rest, in terms of gameplay, only makes it sloppy and spammy. There is no way to make it good or balanced with the nowadays community.

It may be a bug or just on purpose or just forgotten.. I mean, on every turret/vehicle where you can see the driver, you can headshoot him, except for the Scav which also has a visible "shield", but the DW passanger doesn't seem to have anything of that.. Maybe it does, don't know. Truth is i tried it countless times with friends, and even without moving it's impossible. Even the rocket turret is easier to headshoot

The problem with titan is that it doesn't take much skill. Anyone can walk into a node and take it out. I walked right into the middle node in downtown and took everyone out. That I think is the only reason we won that game. It's like sending out a tank.
It's overpowered. Rockets that can lock on to players is a little too much. If epic made titans a little less powerful, then I would be ok with it. I could only see titans in a mutant type game where a player is the titan and everyone else teams up to kill the titan. The player that kills the titan, becomes the next titan.

There is no way of saying "overpowered" that is too overpowered to accurately describe Titan.
In fact, if I were the Epic drone tasked with post-release support of UT3 circa 2008-09, frustrated by the project's prior mismanagement and its poor reception, and sick to death of suffering the incessant verbal abuse from the crushing hordes of entitled, enraged adolescent forumgoers, then I can think of no better way to end the job with a gigantic F U to the company and community than delivering them the crime against nature that is the Titan mutator.
Of course I would rather believe this is a silly, outlandish scenario that couldn't possibly be true — but then, every time I try to imagine any other universe in which Titan's existence makes any sense, I come up blank.

I don't understand the big fuss around the Titan mutator. Epic made it because it's silly and unique, and dare I say fun the first time you try it (until you realize it makes the game spammy and spawncampy). Hating on titan is like hating on the "Big Heads" mutator - the only difference being that titan is actually popular.
They should never have put it on their official servers though.

Except Titan isn't just another silly mutator like Bighead, it's big head, body, armor, juggernaut, smash, behemoth, rinse, repeat — all wrapped into one simultaneous monstrosity. And then it was offered as the showcased centerpiece of UT3's expansion pack, which is the reason it was deemed worthy of inclusion on any Epic servers in the first place. Had it not been, I think Titan probably would have faded into the oblivion it deserves.
