Can't login and I just tried to restart the server and it won't start

got a "duplicate login" just 10mins ago and can't log in again either ... "service temporarily unavailable" ...

all servers listed at http://www.gametracker.com/search/ut3/ are empty ...
seems to be a bigger problem ...
