If you want to time weapons, try doing what the duelers do and come up with travel routes for any given map. I don't duel but perhaps planning a route with at least one hitscan weapon, a more splashy weapon, and maybe at least 50 "health" in the form of vials and armor might be a reasonable route. Also, consider that if a weapon/item is not in place and you have not picked it up, then your opponent must have taken the item some length of time ago lower than the item's respawn time.

I'm still a total UT3/Warfare n00b (started playing UT3 a couple of weeks ago), but I've played all the other Unreal games, so I have some experience. Still Warfare is the most complex and strategic gametype in Unreal yet, so if you know all the drills and tricks there, I'm absolutely positive that you can easily learn how to play a proper 1on1. Good aiming and movement help a lot, but defensive playing and timing all the power ups (and important weapons) are the key to winning. Just practice.
And don't compare this with "1on1" fights you had in VCTF or Warfare. It's not like you're focusing on the man fights there anyway, there's way too much distraction in these modes and the ping tends to be higher. And if you're fighting as/against an orb/flag-carrier, in these fights one of the combatants wants to reach a specific spot on the map, which is always a disadvantage.

I don't think he comprehends that anyone half decent will dominate someone who is not willing to learn (relatively simple) aspects of any game.
