So what does "Simple crosshair tweaks." mean?

Just as the title says, what does it even mean?
Tweaks to the crosshairs themselves? Tweaks to "simple crosshairs" setting? What?

I've searched around and can't really find anything concrete

would guess it means making changes like colour and size to the simple crosshair

not sure about in game but from a weapon mutator perspective you can set the default weapon crosshair using simple coordinates with the help of this neat online tool:

you can also set color(rgb) and alpha settings as well. Haven't found much for the standard weapons but I am sure someone will elaborate any findings in that area.

Yep, found that a while back, pretty useful for getting an idea of how the coordinates work then you can just use a base image and go from there
