Alter UT3's game speed (mutator)

i need a mutator that can change UT3's game speed.
I've tried BattleMOD but i've noticed that the game speed
returns back to its default ingame.

hey, is there any chance that they might be a
mod that disables dodge jumping,
the bots do it everytime. BattleMOD has an option
to disable it but unfortunately it doesn't work.
