can you change altitude in flying vehicles?

The jump/ crouch buttons, anthough only few vehicles actually fly.

There appears to be no way to do this, but I see bots in flying vehicles flying up and down all the time. What's the deal? Also I remember seeing this feature in a video before the game's release, but it seems to have been taken out.
