Extra Hidden Characters and Armor

I know that there has probably been a thousand post about this but I can't seem to find one anywhere. I've seen that there is a way to unlock more characters and armor that are not included with the cheats. It has something to do with the .ini files. Anyone care to help or point me to the right thread?
