It's leviathan. Yes, it is available online, in the maps that have it that is.

The Leviathan vehicle is only available in some maps. However, in normal TDM maps in isn't included because it would be too powerful for a team to control it. (the Darkwalker can be found on a map, but it is in a location where it can get flanked from all sides and is much easier to kill with only 800 life, so it is not too overpowered).
If you want a modded map with the Leviathan, ask in the "mod requests" forums.
