Where is the UT3 Editor?

Where is the UT3 Editor? I have the pc version can seem to find it?

All i see is CookerSync and UnrealConsole in the binaries folder

I think Unreal Frontend will get you to it. Should look like the Unreal U in an orange cog. Alternately, go to the target line of your UT3 shortcut and add a space, then type " editor " (no quotes) after the main line.
