"Why, yes Ultron, we want to see what it would look like!"
Well I found a way to see it up close and personal in the game, if only using a crude workaround to see it.
Here is what you do:
Go to:
C:\Program Files\Unreal Tournament 3\UTGame\CookedPC\Maps
Doubleclick on a map name, such as DM-Deck.ut3
From there, you'll get a dialogue box asking what program you want to associate with that file extension type.
From that selection menu, browse to:
C:\Program Files\Unreal Tournament 3\Binaries
Pick UT3.exe
From there, that map will open up.
When you get there, move the mouse all around. If you do it fast enough you'll see motion blur _everywhere_.
