The game is only a month old...
It ships with 40 maps. No other current game does that. Give them some time.
There is also a lot of community maps coming out, but it takes usually 1 to 2 months to make a good map.
Within some time UT3 will have a lot of content. It took UT2004 years to get to where it is.

The community will take care of the maps and content like in the past UT games. Epic needs to fix the numerous problems with the game,then player count will rise.
