Mysterious Latin Message!!!

After I installed the beta patch every time I press the "Start Game" button a window is shown for a very very short time. With a recorder I could save this message(or what else) in a picture. And then I could read what the text is: It is a latin text!!! Can anyone tell what is it for and what this message mean? I had latin as subject in school but it´s too bad
