The amount of maps is not important... their quality is; UT2004 proved that. It had an amazing amount of maps, but 99% of them just wasn't any fun to play on. To this day most UT2004 public servers run almost entirely on custom maps.
Compare that to UT'99, where to this day stock maps still get loads of play time... that's the situation we have with UT3. There might not be 60 or 70 maps to choose from, but (most of) what we have is of a level of quality that no map in UT2004 could ever hope to rival. The (non-vehicle) CTF maps in particular are great.
Quality > Quantity.
That said: UT3 shipped with more maps than just about any (UT2004 being the exception) other shooter in FPS history.
