Can someone comment on the 100 timings?

It seems that it's somewhat random for the first spawn. I've played many games where the 100 was up at the start of the game, sometimes at 14:23, sometimes at :07.

Is it in the patch notes somewhere that the first spawn is random now? If so, I must have missed it ...
