Sniper Rifle questions

Is it only me that thinks that the sniper rifle has to long delay when you shoot with it?
I think that when you zoom in on a target and then shoot at it, it takes to long before it actually shoots.

Will they fix this in the next patch?

This is on purpose they did it to nerv the sniper rifle.
