Seems more than you have the same issue, lets hope you can find a solution, though truth be told the cut scenes isn't a big part of the game. -
This should fix it.
Open the UTEngine.ini (My Documents\My Games\Unreal Tournament 3\UTGame\Config) and change PumpWindowMessagesWhenRenderThreadStalled=False to PumpWindowMessagesWhenRenderThreadStalled=TrueComment
