What's wrong with Mouse Resolution?

I use Setpoint to set my resolution. But, when I'm in game all it does is speed up the mouse or slow it down. Why is it not making it more precise like it's supposed to? Is UT3 set to a maximum resolution or something like that?

Please help, I don't understand how to fix this problem. The game seems to be playing around 200dpi no matter what I do.
