Unreal Tech - where are my candys gone?

Go look there what unreal engine 3 can do:

My question is simple, why UT3 does not have all of this and instead looks like old UT2004 with upped texture quality and fuzzy bloom? I am sure I could make all those maps from UT3 in old UT2004 and most of us would not spot difference. Those nice rendering effects were in unreal engine 3 years ago. I remember watching tech video quite long before HL2 release.

If I am wrong, please prove me with pictures, I would really be happy to be wrong about UT3 here. I waited so long to play with those effects in unreal ED.
