He just altered the UI as he wanted to, there is no magic. Adding any entry is EASY as you can see at the first post. And you do not wonder that it is not working, because you just altered the UI and did nothing else.

look in your default ini's its there allready. That it doesnt work, isnt a good sign though. Look in program files/ut3 demo/ utgame /config

UT3 will probably have very similar video settings just hope it dosnt have the same lag issue when setting textures to high and very high
