To get the most out of the game I'd personally suggest:
Win XP or Vista, but make it a 32bit version!
Intel Core 2 Duo 2.4Ghz or faster (AMDs perform very badly in UE3)
2GB DDR2 RAM or better
NVidia GeForce 8800 GT

If you want to use more RAM, say > 4GB then get Vista 64bit. XP64bit is bad news. The new 8800GTS is also faster than the GT (yes it has been beaten, this was done in Crysis) but I don't know how much it will cost.

You can get an E6850 for next to nothing. I'm not too sure about buying slow CPU's just to overclock them as you've already limited your machine. I see it as a waste of cash. By a fast CPU and overclock it when you need to a year or so down the line.

It's all relative depending on your hardware and preferences. What screen resolution? What is fast enough frame rates for you? Are you looking for all the eye candy that will be in the final version?
