You can't make the tool after making the game, you have to make the tool first, yes it will get more features and evolve but in general the engine and tool has to be very complete to even get started on a game.

Hey how do we know what kind of static meshes to make? I mean how many polygons or how much detail in a static mesh can Unreal Engine 3 handle?
