Is this true about the ini file?

Someone was telling me that ini-editing may be disabled for UT3. Is this true? If so, wouldn't it completely nerf the customization aspect of the game?

If the ingame-settings menu is heavily upgraded (for example it would be nice to be able to properly assign keys) it would be a good thing to do.

Ugh, pathetic.
If Epic does this, it just shows they listen to unfunded sentiments. Time after time I've asked for an example of something you can change in the INI file that couldn't be qualified as either a bug (something that shouldn't be configurable, INI or not) or something that should be displayed in the menu, and I'm still waiting for an answer.
All this will do is make it hell to backup your settings or change them in a way that's easier than a clunky menu.
