As to why Deck16 is called that instead of Deck? I have the answer to that:
When Unreal came out, Deck16 was designed to have 16 players on it, hence the "16" at the end of the name. This paradigm carried over to other maps like Deck32 (a 3rd party map made by MattyD). In UT a CTF map called Hydro16 was released in a Bonus Pack which continued that theme. Other maps did the same.
Sometime if a map is revamped for a new version of a game, it has an ][ or ]|[ appended to it. Examples such as Deck16][ and Deck32][, Face][, etc.
Anyhow, I hope that helps.
edit: oh btw Deck17 came out because it was more industrial, with lava, and some additions, and a new convention was started by adding +1 to the total, but I think that's a bad convention personally, and contradicts with the original convention of showing recommended player number within the map name.
Generally if you had a map that did 16 players or more, then you worried about that number. In a gametype like ONS you really didn't need to worry about it unless you had a 32 player map, and even then I can't recall any ONS maps that used a number indicator in the mapname.
