New Idea of a Sweet Variation for CTF

I just thought of this awesome variation of capture the flag...

the game starts out just like normal capture the flag. then when a team scores, that team cannot go and take the flag again. they must defend their flag. then if the other team captures the defending team's flag, both teams can capture flags again. the game ends only by time limit, not by the score.

can someone please create this mod or assisting me in making it. I have no modding experience and i am willing to learn.

I'm not sure I understand wouldn't this just create a 'stalemate' ?
The winning team would always win only by 1 capture?

There's no reason you can't do this with a little kismet in your map. When a team scores just autoreturn that teams flag (in case it's already out) and then make the other flag inaccessible. Maybe enclose it in a cage, or lower it into a lava pit, or something like that. Et cetera. You don't need a gametype for it.

Could I make it be a mutator though? Kinda like the Invasion one?
