When i played UT99, there was a mod which took the health that you inflicted with the Enforcer (or other guns) and added it to your own.

It was a fun mod becuse it rewarded you for doing well, and worked verry well under last man standing increasing the match length

This is very easy to code. Read tutorial about how to create mutator. Then modify health of player each time he causes damage.

This code is kind of "helo world" for unreal. Well maybe lesson #2 after first one "how to make mutator".
