youre not supposed be able to but there are a few glitches that let you, unfortunatly they are bugged.

Then maybe put weapons in a mutator so they're not permenantly changed

It's perfectly possible to have custom weapons without replacing existing ones. I have a custom map I'm working on that features a unique weapon, for starters.

Oh really that's great because whenever I see new weapons posted they always say like "Replaces the Enforcer" or something like that. Good Luck with your map! If you want when you finish it I could make you a video showing your map because a video explains things the best.
