There are lots of modders who check out this forum. It only seems like there are no modders because there are very few good ideas posted here.

As many as users who who betatest maps.

And most ideas here are just something that is not new idea and already done, brilliant idea to recreate halo level, or something that is impossible to do like making mmorpg out of UT without engine licence and bilions of so inflated dollars.

And when finally here is something innovative and fresh it needs to find modder who want to reply and thinks he/she can do it in reasonable time.

Notice that most of well thought and described ideas get some response. Only those repeating ones without much of orginality get ignored.

That's probably the only occurrence of someone requesting something who went on to make it themselves, bad luck fella.

I often read them, but I've got my own stuff I'd like to do and I haven't seen one idea in there that I feel has been good or exciting enough to be interested in (bar the idea of a Predator character model - but that's only because I'm a huge Predator fan).

Most modders are doing their own stuff, they're not a request service and to be honest I don't know why people even post them given how many get answered.
You could learn to do it yourself by the time you get a reply that isn't "OMG that am awesome idea! Whoever does it cook it for PS3!!".
