    We all know we can apply distortion to materials, but can we apply blur to them?

          But don't you have to be inside the volume to see the effect in that case?

            You could probably achieve this effect with a kind of distortion channel overlay on top of your material. I did this with windows in my map... It looks better in game, but you could do that just to fuzz up your material...maybe you're looking to do something similar? Or do you want real Post Process or squint mode type smudgey blurring?
