Neutral vehicles on vctf or warfare, is it possible?

I can't seem to make neutral vehicles (yellow ones, avaiable for every team) on my vctf map, and i checked their properties :\
Any help will be greatly appreciated

Neutral vehicles do not appear yellow.

As long as you have it set in it's properties, it will be neutral (meaning a player from Red or Blue can access it)
