uhh... you dont exactly build you're map into an ini. the process is called "cooking". its pretty easy. just open you're map in UnrealEd (im assuming you're map is finished), and press the button accross the top toolbar that has a picture of an arrow on fire. it should then publish you're map and generate the nesiary ini, etc.
WARNING: MAKE SURE TO BACK YOU'RE MAP UP BEFORE DOING THIS! Some people have had errors, etc, and their map has been deleted.
you can find you're published map in the My Games/Unreal Tournament 3/UTGame/Published/CookedPC/CustomMaps folder.
