    The theory is: it removes the existing desat, and the most that any of the maps have is around 30% desat, so it can't remove any more desaturation than has been applied...

                    I want to bind this command, but I can't get it to work...

                    set postprocessvolume settings (scene_desaturation=0)

                    I put this line into the UTInput.ini file but I can't get it to work once I'm in the game.
                    Bindings=(Name="[",Command="set postprocessvolume settings (scene_desaturation=0")

                    That way I don't need the mutator, just a key that turns it on and off... Anyone?

                                It's true that Vivid does indeed improve color saturation, but it also has the nasty side effect of ramping the bloom levels through the roof. This mutator works really well if you set your post processing to "Muted." That way bloom is kept at a reasonable level and you still get to enjoy nice vibrant colors.
