About:
SpeedBump knocks players into ragdoll mode when they hit something while moving too fast (walls, floors, other players, etc.). Players knocked into ragdoll mode enter a state of forced feign death, similar to being knocked off a hoverboard.

This mutator is extremely fun with my Jetpack mutator.

I can't seem to get my guy to do that (on the PS3), maybe I'm not going fast enough.

I tried turning on Uberboard and running into a wall at full speed also, or jumping off at the last second, still nothing.

Now, I could very much be wrong, it could work and I just didn't go fast enough, though if that's the case it should happen at a lower speed I say.
