I think its actually illegal to get paid for modding, unless its Epic, and you work for them.

It's only illegal to sell UT mods. The EULA doesn't mention getting paid to create mods, though.

I can confirm it - it's legit that you can be paid to mod, so long as the end product is distributed for free.
