has the setting bug been fixed yet?

I uninstalled UT3 a long while ago because i never was able to make the setting stay. Every time i played i had to reset all the key bindings, mutators, everything. So i uninstalled it. But now i'm wondering if anyone ever figured this out. Is there yet a way to make it work?

must have access to online login to save settings i believe.
