No Options in Main Menu

Hey everyone. I have Unreal Tournament 3 on Steam. I haven't played it since I got Windows 7. When I booted it up, I noticed something strange. I can't even play the game for there are no menu options. There is just a background.

I've looked around the net for a solution and haven't found anything.
