Everything was going well . . . program saving fine. Now I go to play and everything is locked again. I can see in achievements what I have done but it is now locked.

Have you been online all the time?
(Or at least 1 time?)
The game only saves progress if you are online (as I know...)
Offline accounts lose their progress (Campaign).
P.S. You could open the console and type unlockallchars (while beeing in game/on a map) - small cheat.

Are you talking about the PC version or XBox 360 version!?
