I know theres a sticky lol. but i cant get past the loading screen, and my .ini files arent called utengine.ini.

i need a step by step, i looked for [Engine.ISVHacks] not in any of the .ini. and yeeeeeaaaa...cant load it. so please help...

by the way theres is an .ini with [systemsettings]

Are you looking in the right place? The config files are no longer in UT's install directory. The Base*****.ini files are the root of the system, but the tweaks need to be applied to UTEngine.ini located here:
My documents\My Games\Unreal Tournament 3\UTGame\Config\
