I have installed UT3 and when i start it up it says ut3.exe has encoutoured a problem, yes i have tried the solutions

UT.exe has encountered a problem and needs to close: A crash right at launch.
Status: OPEN (2 solutions available)
Solution: If using ATI hardware, ensure "Support DXT Texture Formats" in the Catalyst Control Centre is enabled (3D --> More Settings).
Solution: If using ATI hardware, in the utengine.ini set the following values:
Under [Engine.ISVHacks]
set: DisableATITextureFilterOptimizationChecks=False
set: bInitializeShadersOnDemand=True
set: PumpWindowMessagesWhenRenderThreadStalled=True
Under [SystemSettings]
set: OnlyStreamInTextures=True

I have tried the second solution but need need more help and also i cant find were the catalyst control centre is help .
