WIndows server help

Hi

i am trying to set up a ut3 dedicated server for my communinity

i have to admit im not brilliant with these sort of things

ive tryed following a few tutorials on how to set up my server using a command line. but none work. the server starts up but cannot be found on the gamespy list. i have followed the instructions as well as i can. does anyone know of a tutorial thats explained properly and not in 8-| language.

any help would be great!
