How to send LOC_int.upk files to client?

I noticed that none of the "......_LOC_int.upk" or "......_LOC_int.upk.uz3" files are downloaded from my server.

Am I doing something wrong or is there any special way to force the download of these files?

Why? If the file "DM-FragPipe_2k8_LOC_int.upk" for example is missing for the map "DM-FragPipe_2k8", then you will also miss some sounds... (female voice when activating the trap)
