Removing chat/spam limit?

I am running a small UT3 server, and I have run into, multiple times, that chat lines following eachother quickly, are discarded.

Its pretty annoying having to enter the same line more than once, and, I have searched the INI files for anything related to chat, limit, delay, talk etc, and haven't been able to find anything.

Is it possible to disable this chat-limit?

It should be noted that I am running with the SpeedMod mutator, set at 25% original speed, I don't know if this has any influence on it?

Have you tried it without the mutator to see if it makes a difference?
