Basic Dedicated server setup trouble

I can't believe how difficult it is to set up a dedicated server for UT3. I have setup UT,UT2003,UT2004...etc; (Even Unreal, I am old!)
I am running Windows Server 2003 , downloaded the latest dedicated server release. Tried the most simple basic setup...and it appears to work. It does not advertise and I can't connect locally to it either. I have poured (for days) through numerous posts trying to find an answer to my problem and it is just not working. I have tried many different commands and combinations. I am not looking for web admin, map vote or anything special. All I want is a simple DM with a few bots, thats it. If I have posted in the wrong place or should have posted under an existing topic, my apologies to all. Any help in this matter would be appreciated...I am completely capable of running Linux...would this be easier to setup?

are you behind a router or firewall? Did you forward the ports needed? Did you create the gamespy username from within the UT3 game? Can you post the command line you are using to launch the server? In other words, need more info...

post up your command line that will help, also what are using to run your game in 2k3 server? Here is my command line:

The login and pw you see here is the one you set up in your game ie: a new login as a different user in the UT3 game you own, (if you didn't know this already) The last 2 commands are important...If you don't know what I am talking about here you need to read one of the faq's at the beginning on this forum topic you are in..Or ask some more questions here, hth...

I finally got around setting this up, but I am missing the original maps. My firends and I are only able to play like 5 different maps. Though the Admin Server gui interface shows all the maps there, if I try to load them I am told they are missing and it defaults back to the last map that was loaded. Any ideas as to why this would happen (System is Windows XP Pro).

I setteup this ports and it worked instantly (win xp pro)
