duel server, 2 players on same side?

I set my duel server up so I have 1 bot to keep me company while I wait for other players, but when people join they end up showing up on my side and the other side is empty? Is there a way to fix this problem?

I have joined other servers and this is not a problem. Is there somewhere in my ini files that I need to tweak so this problem does not occur?
