How do I get a custom made character to be seen by clients? I have it on the server but cant figure out how to make it upload to clients so that they will be able to see it. Thanks

I dont think so! Pushing custom models/skins will not work. You might be able to get the files to the clients cashe but it will not process properly during a game for that client to see that custom charactor.
Was not possible in UT2003/4 either until a special third party mod package build was created and even after that was made it was somewhat difficult to implement.
Clients would need to manually download and install that custom char before they enter your server for them to use or see it. But hey I may be wrong but I doubt that UT3 is going to be that easy!
