Server Drops Chunks of people?

Hi Our Sever seems to be having some problems every now and then it seems to drop most (but not all) of the people playing on it they end up with Connection timed out errors. I've looked through the server log and cant seem to find the issue althoug admitidly I'm not to hot on interpriting it any way the section of log that shows the disconections will reads like this (Ive taken out the IP's)

People Can Reconect imediatly after so the question is... Is it a problem with the server, the local network and or imediat route from the server. Or something else?
