Proper characters not always showing

I was messing around with WebAdmin for the first time last night and I tried some changes. I was playing by myself with 4 other bots on my server. I set Max Custom Chars to 64 and then I think what had the biggest affect was I made it so the same four bots were in every level. I went through several level changes without any problems.

So, it does seem like it's switching to a new char on level change is the problem (or the main problem). I haven't really combed the .ini files for a setting that might allow more time for chars to load but maybe there is one.
