HOW TO: join a dedicated server with IP and port number

I am sorry, I have been searching for over half an hour on google and on the forum and I cannot find it.

Lets say someone says they have a UT3 server going on at IP: 66.66.66.66 Port:666

How would i go about jioning that game? is there a program i use or do i do it in Dos or something?

Thats a bad example, but you would do something like this:
1. Load UT3
2. Hit the F10 or TAB key to bring up the console
3. type 'open 123.123.123.123:6666' to join the server
